Originally announced in the Union Budget Speech by the Finance Minister in February 2023, the programme is expected to set new standards for excellence and sustainability in horticulture.

The Union Cabinet, chaired by Prime Minister Narendra Modi, on Friday (August 9) approved the Clean Plant Programme (CPP), an initiative proposed by the Ministry of Agriculture and Farmers Welfare.
With an investment of ₹1,765.67 crore, the Clean Plant Programme aims to revolutionise India’s horticulture sector by enhancing the quality and productivity of fruit crops across the nation.
Originally announced in the Union Budget Speech by the Finance Minister in February 2023, the programme is expected to set new standards for excellence and sustainability in horticulture.

Key components of the programme include the establishment of nine world-class Clean Plant Centres (CPCs) across India, equipped with advanced diagnostic therapeutics and tissue culture labs; and the implementation of a robust certification system under the Seeds Act 1966.
The Clean Plant Programme will provide numerous benefits across the horticulture value chain. For farmers, it will offer access to virus-free, high-quality planting material, leading to higher crop yields and improved income opportunities.
Nurseries will benefit from streamlined certification processes and infrastructure support, enabling efficient propagation of clean planting material. Consumers will enjoy superior, virus-free produce with better taste, appearance, and nutritional value.

The programme will be implemented by the National Horticulture Board in association with the Indian Council of Agricultural Research (ICAR), an official statement said.
The initiative aligns with Mission LiFE and the One Health initiatives, promoting sustainable and eco-friendly agricultural practices while reducing dependence on imported planting materials, it added.
